Admiral Ledger was the commander of the Joes' aircraft carrier, the USS Flagg when Keel-Haul wasn't available.

Admiral Ledger is a proudly old school mariner, bragging, "The whales ask me for directions." However, while this attitude helped keep his ship efficiently run, it also included traditional maritime superstitions such as women being considered bad luck on board. This obviously is an irritant for female Joes like Lady Jaye, but he is reasonably professional enough otherwise. When Keel-Haul was unavailable, Admiral Ledger commanded the Flagg.
History
Pre-MUX continuity
Born into a family of hard-working, successful fishermen, Warren Ledger practically grew up on the boat, and knew more about seat-of-your-pants naval navigation by age 13 than many sailors know all their lives. By the time he joined the Navy at age 18, he was more than qualified to join the United States Naval Academy, and graduated just in time to become a fresh young ensign during the Cuban Missile Crisis of 1962.
MUX continuity
Admiral Ledger retired in 2006. With growing Cobra activity in Africa, Admiral Ledger and Colonel Courage were sent to take over Camp Lemonnier, using it for local G.I. Joe operations in addition to its primary mission. Officially, Admiral Ledger is there in a strictly advisory capacity.
Trivia
Admiral Ledger is from the Sunbow cartoon, although he appeared in the comics as well.
