Tele-Viper 2644 is a highly intelligent and ambitious member of the Tele-Viper corps. Tele-Vipers are the RTOs (Radio Telecommunications Operators) of the COBRA Ground Forces. They carry a standard modular radio pack that contains as a main unit a satellite transceiver equipped with an automatic frequency hopper, a crypto unit and passive jamming and anti-jamming devices. The Tele-Viper helmet contains high resolution earphones with overload dampers and two sets of voice actuated microphones. The interior of the helmet offers an alternative LED readout triggered through the optional computer pack. Optional transmission modes include microwave beam and laser -- both available as add-ons to the basic pack. All Tele-Vipers are proficient in the latest in encryption and telecommunication technologies, and many are skilled programmers as well, working closely with Techno-Vipers to ensure all Cobra communications are secure. Tele-Viper 2644's focus is in field communications and command, although she tends to avoid combat whenever possible.

Valorie McVay was born in 1969, the youngest member of a large African/Irish American family in Hanapēpe, Hawaii. Feeling ignored and unhappy, at 18 she grabbed the first job she could find – as an operator for GTE telecommunications. Discovering a flair for both management and technology, she rose through the ranks quickly and helped spearhead a program to introduce the nation's first rural service area, providing cellular service on the Hawaiian island of Kauai.

In late 1999, McVay learned that she was slated to lose her high-paying job with GTE following its merger with Bell Atlantic. Enraged at what she felt was unfair treatment after 13 years of loyal service, McVay began embezzling large funds from the company, planning to hide the loss in the merger while she retired with a nice nest egg. Unfortunately for her, her actions were discovered, and she went to jail for 10 years for her crimes.
McVay kept up with the latest technology as much as she could while in prison, but upon her release found herself unemployable because of her record. When Cobra came calling, she signed up immediately, even though she’d have to start at the bottom as a Cobra Trooper. However, with her ambition, background, and expertise, she quickly graduated to Viper and then Tele-Viper. As good as she is with field equipment, she’s used to being in charge, and has her eye on Wiretap’s job already.
In 2010 Tele-Viper 2644 was injured during an assault on the Pit, and since then has tried even harder to avoid pulling combat assignments. In 2013, she was involved in the rescue of Anwar Assan from Trucial Abysmia. She provided cover-fire allowing Cobra Commander to escape the scene after Springer took out his HISS.
On March 31, 2013, Valorie married long-time fiancé Leon Lismon.
In 2023, Tele-Viper 2644 became one of Cobra's spokespersons, and was moved from Ground Forces to Intelligence.
