Springfield was a small anonymous town in the U.S., which Cobra secretly operated as a base. The town was poor and desperate when the man who would become Cobra Commander arrived. He became the town's savior and it was there he started Cobra. Many covert operations were held there, including the creation of Serpentor.

Shattered Glass
In the Shattered Glass universe, Father Cobra has returned to Springfield, slowly infiltrating it once more with members of his peace organization. To any casual visitor, the town looks the same, but if anyone pokes too deeply, hidden Vipers are ready to intercept, violently if necessary to protect its residents and their secrets.
G.I. Joe has recently learned of Springfield's location from Lt. Bludd, so once again its Cobra citizens are threatened by impending invasion, massacre, and death.
