A genetic construct created by Cobra similar to Serpentor and using the DNA of both Marcie and Denise Sorenson, PHANTASM was created to be the first Psi-Viper, the pinnacle of stealth and covert activities, capable of pulling off the missions that most others would consider suicidal. Learned knowledge of the Night Viper, Range Viper and Shadow Viper training regimens, as well as the martial art tae kwan do, were imparted to Phantasm through a series of cerebral implants that now allow him to learn at a highly accelerated rate. Phantasm's weapon of choice is a modified FNH USA F2000, a bullpup-design tactical weapon platform with interchangeable attachments to fire grenades and non-lethal projectiles such as taser-rounds and airfoil rings. Phantasm is most dangerous when on-mission, as his specially-designed armor is equipped not only with advanced audio and visual sensors, but with an adaptive camouflage system that utilizes tiny cameras on all sides that transmit their image onto the armor's light-emitting polymer skin on the opposite side, in effect making him invisible to the naked eye. While adaptable to the situations he invariably faces, Phantasm's reliance on his battle armor is a key weakness; should the armor be severely damaged or adversely affected by electrical attacks, the threat to GI Joe and the world posed by Phantasm is significantly reduced.

Phantasm was the innovation of the resident mad doctor Cobra operative Brainstorm. Utilizing the DNA of Katie Sorensen's twin daughters, Denise and Marcie -- both of whom were found to possess amazing psionic potential -- Brainstorm conceived the idea of using the process that had led to the creation of the genetic constructs known as Serpentor and Serpentra, and focusing the psionic potential of the Sorensen twins' DNA inward to create a new sub-group of Vipers: the Psi-Vipers.
