- The Galactic Council is an political and military organization.
The galaxy is a big place, filled with thousands of intelligent spacefaring civilizations —- and somebody needs to try and make sure everyone sticks to the rules. The Galactic Council has taken up that responsibility: a vast coalition representing thousands of intelligent biological species. A peacekeeping force first and foremost, the Galactic Council negotiates non-aggression pacts between its various member worlds, and employs a mighty navy to make sure everyone honors said pacts. The Council has other divisions related to civilian life, mostly notably its academic arm Curricula.
The primary goal of the Council would be somewhat easier if it weren't for a pernicious race of mechanoids and their petty conflict, which has ruined entire planets and gotten countless innocent bystanders caught in the crossfire. This understandable grievance has seen the Galactic Council permanently blacklist the Cybertronian race from ever joining them. The devastation wrought by the Cybertronian war would shape the modus operandi of the Council significantly: member worlds pay the Council a chunk of their natural resources for protection from the Cybertronian menace, and amidst the rank and file of the Council's military, anti-mechanical sentiment has flourished into full-blown anti-Cybertronian racism.
