HANNIBAL, son of Hamilcar Barca, was a Carthaginian military commander and tactician who is popularly credited as one of the most talented commanders in history. Often regarded as the greatest military tactician and strategist in history, Hannibal would later be considered as one of the greatest generals of antiquity, together with Alexander the Great, Julius Caesar, Scipio, and Pyrrhus of Epirus. Military historian Theodore Ayrault Dodge once famously called Hannibal the "father of strategy," because his greatest enemy, Rome, came to adopt elements of his military tactics in its own strategic arsenal. This praise has earned him a strong reputation in the modern world, and he was regarded as a "gifted strategist" by men like Napoleon Bonaparte and the Duke of Wellington.

Having died in antiquity, Hannibal has been reborn as a clone through the actions of Dr. Mindbender and pledged his loyalty to Cobra. Devastatingly attractive and charismatic, Hannibal is whispered by some to the natural successor to Cobra Commander. However, in 2021, he survived an assassination attempt by Zarana and left Cobra to join E.I.D.O.L.O.N.

Barca, the embodiment of war, strides through the chaos with an air of lethal purpose. His very presence commands attention—a symphony of danger and allure.

The gold combat helmet rests atop his head, its polished surface reflecting the harsh light of battle. Beneath it, long dark hair spills like a shadow, framing a face etched with determination. His eyes, one concealed by a studded leather eyepatch, hold secrets — scars from past skirmishes or a pact with fate itself.

His chest is a fortress, encased in black ceramic and Kevlar armor. The skull emblazoned across the front serves as both warning and promise — a harbinger of death for those who cross his path. The armor molds to his form, accentuating the sinewy strength beneath. And yet, his arms remain free and bare, a testament to his confidence. Battle-hardened tattoos snake across his skin, each marking a victory or a loss.

In one hand, he wields an assault rifle, its cold metal an extension of his will. The other hand remains unencumbered, ready to draw the sword slung across his back — a blade honed in blood and fire. The jeans beneath the armor are dark, stained with dirt and sweat, but they move with the fluidity of a predator.

And those steel-toed boots—they crush the ground with every step, leaving imprints of defiance. His gaze, intense and unwavering, belies his years. Wisdom and youth dance together, a paradox that draws allies and enemies alike. He’s not just handsome; he’s magnetic, charismatic even amidst the chaos of battle.

Barca — the warrior who defies time, who wears his scars like badges of honor. Amid carnage, he stands tall, a beacon of danger and desire. His name echoes through the battlefield, whispered by those who fear him and those who crave his touch.

Hannibal originally lived during a period of tension in the Mediterranean, when Rome (then the Roman Republic) established its supremacy over other great powers such as Carthage, the Hellenistic kingdoms of Macedon, Syracuse, and the Seleucid empire. One of his most famous achievements was at the outbreak of the Second Punic War, when he marched an army, which included war elephants, from Iberia over the Pyrenees and the Alps into northern Italy. In his first few years in Italy, he won three dramatic victories, Trebia, Trasimene, and Cannae, and won over several Roman allies. Hannibal occupied much of Italy for 15 years, but a Roman counter-invasion of North Africa forced Hannibal to return to Carthage, where Scipio Africanus decisively defeated him at the Battle of Zama. Scipio studied Hannibal's tactics and brilliantly devised some of his own, and finally defeated Rome's nemesis at Zama having previously driven Hasdrubal, Hannibal's brother, out of Spain.

Much later, Serpentor was an attempt at a perfect-warrior that succeeded a little too well -- he took over Cobra and had to be put down by Zartan. However, Dr. Mindbender had another experiment - a clone recreation of the original Hannibal, cobbled together from trace DNA and a mix of fresher stock manipulated to create the perfect war leader. In this case, however, Mindbender didn't accelerate Hannibal to adulthood.

Instead, Dr. Mindbender decanted Hannibal as a normal infant and hid him away in a secret compound in Tunisia. There, young Hannibal studied and trained all day, and at night experienced five-senses recreations of the original Hannibal's battles while sleeping in a special Brainwave Scanner pod which imprinted the memories directly. By the time Hannibal reached adulthood, he had a unique combination of classical memories and real-world experience.

Having reached adulthood naturally, in 2004 at age 18 Hannibal began leading local Cobra southwest European operations in training for his future role of Cobra general.

Barca (formerly known as Hannibal) was a prominent Cobra field commander and strategist whose career spanned two decades of global conflict and covert operations. Born in 1986 and reaching adulthood naturally, Hannibal began leading Cobra’s southwestern European operations in 2004 at age 18, preparing for a future role as a general within the organization. Introduced to Cobra Command in 2006 by Dr. Mindbender, Hannibal pledged loyalty to Cobra Commander and immersed himself in the faction’s culture and advanced military technologies.

Following Cobra Commander’s disappearance in 2009, internal factions groomed Hannibal to assume leadership, though he stepped back into a field command role upon the Commander’s return in 2010. Promoted to Ground Forces Executive Officer in 2011, Hannibal expanded Cobra’s influence in the United States, collaborating with the Crimson Guard and Dreadnoks. By 2014, he oversaw Cobra’s U.S. field operations and played a key role in the 2015 assault on the Pit. In 2016, he partnered with Zandar to launch a campaign that captured 15 American cities, culminating in the 2017 occupation of Washington, D.C., where the Cobra flag was raised over the White House.

The 2019 G.I. Joe counteroffensive drove Cobra out and left Hannibal severely wounded, losing his right eye. In 2021, Cobra Commander, threatened by Hannibal’s growing autonomy, ordered the creation of a new clone and orchestrated Hannibal’s betrayal through Zarana. Surviving the ambush, Hannibal disappeared and reemerged in 2022 under the name Barca, aligning himself with the shadow organization E.I.D.O.L.O.N.

In 2024, Barca was seen visiting Zandar - hospitalized after a brutal attack - in New York City, signaling Barca’s continued presence in the post-Cobra landscape.

  • January 19 - 'Black Does Not Blend' - Storm Shadow continues his stalking - running into 'Barca' outside the hospital. Once more feigning he's a cobra ninja, as it's worked so well thus far.
