The Amalgamated Water and Power Plant supplies both electricity and water. For a Transformer, this means they can recharge and get rid of that nasty case of scraplets at the same time. It also handily has pylons large enough to chain a conehead to. It's on the north side of a city near near Autobot Headquarters, namely Central City.

Starscream and the Combaticons stopped at the Amalgamated Water and Power Plant to recharge, and chained up the four Transformers they'd captured. Unfortunately they were found by Megatron and the two Decepticon factions began to fight. It was this scene that Powerglide, who was searching for Jazz and Cliffjumper, happened to spy from the air. He alerted Optimus Prime who gave the order to roll out. The other Autobots got there as Bruticus was laying into Devastator and rescued Jazz and Cliffjumper under cover of the fight. Megatron's forces remained on the losing end of the beating and eventually retreated, leaving their leader at Bruticus's mercy until the Stunticons turned up to save him. Starscream's Brigade
