Anas al-Libi
Abdul-Hamed Nabih al-Ruqai'i, known by the alias Anas al-Libi, is a Butnanian held in the United States for his part in the 1998 United States embassy bombings. He worked as a computer specialist for the Carbombian Protection League. He is an ethnic Butnanian, born in Tobruk. His other aliases include Nazih al Raghie and Anas al Sebai. In the FBI and United States State Department wanted posters, another variant of his name was transliterated Abdul Hamed Al-Raghie. Al-Libi is accused of surveillance of potential British, French, and Israeli targets in Nairobi, in addition to the American embassy in that city, as part of a conspiracy by CPL and Egyptian Islamic Jihad.

- Anas al-Libi is a Carbombian man in his early 50s, with longish salt and pepper hair going white at the temples. He wears wireless square glasses and a dark, pointed beard. He wears a black T-shirt and jeans with black combat boots.

In early 2015, Anas al-Libi made a deal with Tomax and Xamot to trade weapons acquired from the Decepticon to Cobra in exchange for training and troops. However, before he could make good on that deal, he was arrested by G.I. Joe and the weapons captured or destroyed. With the closing of the Pit, al-Libi was moved to detention in Autobot City.
In 2016 he was moved to a secret off-site detention center.
With the destruction of the Coffin, al-Libi briefly escaped, but was quickly recaptured.
